The contracting authority is obliged, in accordance with the Public Procurement Act § 5b, to emphasise climate and environmental considerations with a minimum of 30% in its procurements. Obligation to make requirements or criteria does not apply if the procurement has a climate footprint and an environmental impact that is immaterial, cf. the third link of the provision. The most significant of the environmental impact in this procurement is assessed to be connected to the executive consultant in power by being employed, such as a need for office space and equipment, energy consumption and the generation of waste. This is a generic relation to general office operation and not the nature of the procurement - implementation of cost calculations and uncertainty analyses. In any case, these conditions have been captured through qualification requirements connected to the environmental management system. Based on this, exceptions from taking care of climate and environmental considerations in accordance with the Public Procurement Act § 5b third suffered as fulfilled. The contracting authority also refers to guidelines from DFØ and point 6.4.1 on procurements that have immaterial climate footprint and environmental impact.
