The Norwegian Public Roads Administration needs collaboration partners who can assist us in organisation development and management development. The aim of the procurement is to enter into a framework agreement for consultancy services in these areas.

LOT-0001 · Sub-contract 1 Organisation development (OU)55.000.000 NOK
We would like to join up with suppliers who can assist in all or parts of development processes, from needs analysis, design, production, execution and evaluation of initiatives. There will also be assignments where the tenderer will have total responsibility for the end-to-end process. Tenderers must, therefore, be able to provide consultancy, capacity and/or competence supply, as well as be able to describe project manager, facilitator and development roles in defined processes.
LOT-0002 · Sub-contract 2 Management Development (LU)20.000.000 NOK
It is central for the Norwegian Public Roads Administration that future suppliers can cover a broad demand area and can offer relevant expertise within management, management and/or management group development. Tenderers must be able to demonstrate that the approach/method is founded on empirical and theory. Goal achievement and organisational effect of development processes aimed at managers are conditions that the contracting authority emphasises heavily.

- Tenderers shall enclose a completed price form, annex 1.

- The contracting authority will evaluate the offered personnel ́s relevant formal competence and experience. Particular emphasis will be put on the offered personnel having experience from and knowledge of the areas described in the requirement specifications. It is an advantage if several of the offered personnel have experience from and knowledge of public management and complex entities, including large organisations with compound assignments across different disciplines and many interested parties. The evaluation of CVs will assess the resources ́ total competence and experience, based on the assignments that shall be solved within sub-contract 1 OU. The evaluation of CVs will assess the resources ́ total competence and experience, based on the assignments that shall be solved within sub-contract 2 LU. Documentation requirement: If the tenderer offers personnel on both sub-contracts, the tenderer shall enclose CVs for the offered personnel for • Sub-contract 1 OU with up to five resources with relevant competence and experience from organisation development. and • Sub-contract 2 LU with up to three resources with relevant competence and experience from management development. If a tenderer offers personnel on one sub-contract, the tenderer shall enclose CVs for offered personnel for either sub-contract 1 or 2. • Sub-contract 1 OU with up to five resources with relevant competence and experience from organisation development. or • Sub-contract 2 LU with up to three resources with relevant competence and experience from management development. CVs shall include detailed information on education and relevant experience. Up to 3 relevant project references shall be given per offered personnel, and the references must be provided with a gender neutral preferred at the former contracting authority. The attached CV template shall be filled in and used. Interviews can be held with relevant offered personnel in order to quality assure CVs.
