  The Competence Centre Digital Society (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with the topic of strategic competence development and digital learning. In addition, GIZ is implementing the atingi project ("atingi") on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 2019. atingi is a free, multilingual and GDPR-compliant state-of-the art digital learning environment (Moodle based LMS) which offers an effective, scalable and sustainable way to implement digital learning. The overarching goal of atingi is to provide inclusive, accessible, relevant and safe digital learning to learners in partner countries of German development cooperation. Since the start of implementation, atingi has reached over 20 million people and has more than 1 million registered users. By 2025, around 1.3 million registered users, 40% of whom are women, are expected to complete a total of 2.3 million learning units via atingi. Furthermore, it is intended that 350 projects from German development cooperation will use atingi. To meet the greatly increased demand for advisory services and to enable more efficient project implementation, the CC in cooperation with atingi is tendering for the following: Lot 1: Consultancy on Strategic Competence Development and Digital Learning (incl. HCD-Strategy, Scoping, creation of ToR e.g. for E-Learning Content Creation, Needs Assessment) Strategic Competence Development: Provide consulting for GIZ projects to implement competence development measures, aligning with standards like Capacity WORKS. Assist in aligning offerings with program goals and support through all phases including digital learning integration. Support GIZ projects in following phases as needed: Scoping, Needs Assessment, Strategy development, Design of measures, Delivery, and Review. Aid GIZ projects in integrating digital learning offerings in the context of their overall program goals, Capacity Development (CD) strategy, and operations plan. Digital learning: Provide consulting for GIZ projects developing digital learning aligned with CC and FMB standards. Assist in aligning offerings with program goals, CD strategy, and learning operations plan. Support through e-learning development phases: Scoping, Design, Delivery, and Review, following GIZ standards and industry best practices. Aid in module preparation and utilizing the atingi platform. Assist in tender processes including writing ToRs, shortlisting providers, preparing assessment grids etc. Lot 2: E-learning course creation and adaptation (incl. localisation, translation, support and maintenance) as well as corresponding project management Area 1: Overall Administrative Project Management and Monitoring: Area 1 is to ensure the systematic processing of requests submitted by the CC as well as smooth implementation of Area 2 and 3. Area 2: E-learning course creation and adaptation (incl. localization, translation, support and maintenance) (per request/single call-off): A pool of short-term experts will be responsible for developing and/or adapting E-learning course(s) Area 3: Specific Project management (per request): In addition to Area 2 and in case of a complex context (e.g. due to a high number of courses and modules to be developed, complex stakeholder involvement etc.), a partner project might require a project management and steering structure. In this case, the short-term experts within Area 3 are responsible for managing the request specific implementation.
