Ablauf eines zweistufigen Verhandlungsverfahrens/-vergabe mit Teilnahmewettbewerb
Sehr geehrte Damen und Herren,
vielen Dank für Ihr Interesse an unserer Ausschreibung. Bei dieser Veröffentlichung handelt es sich um ein zweistufiges Verfahren mit einem vorgeschalteten öffentlichen Teilnahmewettbewerb.
Im Folgenden wird der Ablauf dieses Vergabefahrens erläutert.
Teilnahmewettbewerb (erster Teil)

Sie haben den Bekanntmachungstext recherchiert und gelesen. (Bereits geschehen.)

Gem. §7 Abs. 3 S. 2 UVgO sowie § 9 Abs. 3 S. 2 VgV stehen die Auftragsbekanntmachung und die Vergabeunterlagen auf >www.vergabe.fraunhofer.de< für Sie, auch ohne Registrierung, zur Verfügung. Sie haben die Unterlagen zum Teilnahmewettbewerb heruntergeladen (Bereits geschehen.)

Bitte beachten Sie, dass für Teilnahmeanträge, Angebotsabgaben und Bieterfragen eine Registrierung (falls noch nicht geschehen) auf www.vergabe.fraunhofer.de notwendig ist. So wie die Installation des Bietercockpits auf Ihrer Hardware (PC/Laptop). Wir empfehlen daher eine frühzeitige Registrierung, auch um evtl. Bieterinformationen zu erhalten, ansonsten tragen Sie das Risiko eines evtl. Verfahrensausschlusses.

Sie stellen die im Bekanntmachungstext geforderten Nachweise für Ihren Teilnahmeantrag zusammen und laden diese über das Bietercockpit hoch. Bitte beachten Sie: a. die Fristen für das Verfahren in den Bekanntmachungstexten und b. dass eine Angebotsabgaben im Teilnahmewettbewerb noch nicht gefordert ist!

Nach Ablauf der Frist für den Teilnahmewettbewerb werden die eingegangenen Teilnahmeanträge von uns geprüft und bewertet.

Die von uns ausgewählten Unternehmen werden über die Fortsetzung des Verfahrens informiert und über das Bietercockpit zum nächsten Verfahrensteil eingeladen. Die Vergabeunterlagen (Kaufmännische Bedingungen und Technische Spezifikationen) werden, sofern noch nicht mit dem Teilnahmewettbewerb bereits veröffentlicht, über das Bietercockpit zur Verfügung gestellt.
Verhandlungsverfahren (zweiter Teil) Sie kalkulieren Ihr Angebot nach den in den Vergabeunterlagen geforderten Maßgaben, bearbeiten das Verfahren innerhalb der Angebotsfrist im Bietercockpit und geben so Ihr Angebot ab. Weitere geforderte Dokumente, die in den Vergabeunterlagen benannt sind, stellen Sie ebenfalls im Bietercockpit zur Verfügung.
Weitere Verhandlungsrunden Sofern weitere Verhandlungsrunden vorgesehen sind, laden wir die zugelassenen Bieter zur nächsten Verhandlungsrunde ein. Die Information erfolgt wieder über das Bietercockpit.
Rückfragen Für technische Fragen zur Bedienung des Vergabeportals, sowie des Bietercockpits, steht Ihnen der Support unter +49 9317 304624 (Montag bis Freitag von 9.00 Uhr bis 16.00 Uhr) zur Verfügung.
Inhaltliche Fragen zum Vergabeverfahren können über diesen Support nicht beantwortet werden. Diese müssen ausschließlich über das Nachrichtenmodul innerhalb des Bietercockpits an uns gerichtet werden.

Process for a two-step award procedure with competition
Dear Sir or Madam,
Thank you very much for your interest in our call for tenders. This announcement involves a two-step procedure with a public competition for participation taking place in advance.
The process for this award procedure is explained in the following.
Participation competition (first part)

You have researched and read the announcement text (already completed).

Pursuant to Section 7 Par 3 S. 2 UVgO and Section 9 Par. 3 S. 2 VgV , the contract notice and the award documents are available to you at www.vergabe.fraunhofer.de with or without registration. You have downloaded the documents for the competition. (already completed).

Please note that registration on www.vergabe.fraunhofer.de is required for requests to participate, tender submissions and tenderer questions. Also the installation of the “Bietercockpit” on your hardware (PC). We therefore recommend early registration, also in order to receive any tenderer information. You otherwise bear the risk of possible tender exclusion.

You compile the verifications for your request for participation required in the announcement text and upload this into the “Bietercockpit” Please Note: a) any deadline for the procedure in the announcement texts and b) that the submission of your offer is not be required at the competition

After the termination of the competition, we shall review and evaluate the received requests to participate.

We shall inform the companies that we select, about the continuation of the procedure. They will be invited to the next part of the procedure via the “Bietercockpit”. The tender documents (commercial conditions and technical specification) will be made available via “Bietercockpit”, if they were not already released with the competition for participation.
Negotiated procedure (second part) You calculate your offer according to the instructions given in the tender documents. Process the procedure in the “Bietercockpit” to submit your offer on this way. Note the deadline for submission of quotations! Put further required documents, that are named in the tender documents (technical documentation, and so on) into the “Bietercockpit”.
Further rounds of negotiations If further rounds of negotiations are planned, we will invite the admitted bidders to the next round of negotiations. The information is provided again via the “Bietercockpit”.
Enquiries If they are technical questions about www.vergabe.fraunhofer.de of the tendering-platform and the “Bietercockpit”, the support is available at +49 9317 304624 (Monday to Friday from 9 a.m. to 4 p.m.).
Questions regarding the content of the award procedure can´t be answered via this support and must only be directed to us via the message module within the “Bietercockpit”.
