C)	Technical and professional ability
C1		References Tenderers shall make proof of suitable references in the form of a self-declaration in a list of the main supplies and services delivered or performed over the last three years before the deadline for the submission of tenders. For the purpose of this procurement procedure, a reference is defined as a contractual relationship between the tenderer and a client covering services which are comparable to the services which are subject of the tendered contract. Each of the following criteria has to be met through at least one reference (exclusion criteria): 1. The tenderer must demonstrate experience in project work in a multilingual and international environment (at least English and at least 2 countries). 2. The tenderer must demonstrate experience in operating learning management systems for a minimum of 100,000 learners including software hosting and maintenance services. This criterion requires “learners,” who are defined as active users of the platform. Active users (= learners) are users who have taken advantage of at least one learning opportunity on the platform. This number must have been reached at least once during the term of the relevant contract. One reference may cover more than one of the above-mentioned exclusion criteria. Tenderers are requested to address the above-mentioned exclusion criteria in the description of the respective reference project if these are considered to be met by the tenderer.
