Open procedure for “Airline Partnership 2027” (accordance with section 1, paragraph 15, sentence 1 of the Public Tender Regulation (VgV)).

Dear Sir or Madam,
The German National Tourist Board intends to outsource the services designated in the at- tached Schedule of services. We would be glad to receive a corresponding bid from you.
- Information on the services requested
1.1. About the client
The GNTB is the national tourist board for Germany as a travel destination. As a mar- keting service provider, the GNTB plans, coordinates and implements all marketing activities to promote tourism to Germany on behalf of the BMWE. With a total of 22 offices worldwide, the GNTB pursues two main objectives: Maintaining the positive im- age of Germany as a travel destination abroad and promoting tourism to Germany.
1.2. Description of subject of order Please take the subject matter of the order and the information from the service de- scription in the bid form.

1.5. Division into lots The total service is divided into lots. You can bid on specific lots or all lots. Contracts may be awarded to one or several bidders. The tender must clearly indicate the lot(s) to which the tender relates.

Bidders' questions concerning the outsourcing procedure or the documents of condi- tions should be sent in writing to the addresses indicated above no later than ten days before expiry of the deadline for bids.
2.4. Instances of lack of clarity in outsourcing documents If the Bidder finds that the outsourcing documents suffer from lack of clarity to such an extent as to affect the determination of pricing, then it is requested to send a note to that effect to the addresses indicated in clause 2.3 above.
2.5. Opening of the offers The bids will be opened on 10.13.2026

2.6. Checking the suitability of bidders The suitability of the bidders shall be assessed in terms of financial and economic as well as professional and technical capability, in particular on the basis of the docu- ments, declarations and evidence referred to in section 3.2.
2.7. Award criteria
The contract will be awarded according to assessment of the most economical Bid.
The evaluation scales are listed in the service description (see bid form).
2.8 Provisions on unsuccessful tenders
The contracting authority shall inform each bidder immediately of the award of the contract. It should be noted that the bidder will be informed upon request that a tender has not been considered (§ 62 (1) sentence 1 VgV).
2.9 Data protection clause
The personal data requested from bidders will be processed and stored as part of the award procedure. The GNTB will not share such data with third parties.
2.10 Note, if no bid is submitted
Interested parties are free not to submit a tender in response to this invitation to tender. In this case, please send a brief notification to the offices named in section 2.3.
- Bidding terms & conditions
All corporate information with regard to the GNTB and its strategies is to be treated as strictly confidential. This information, together with any work materials provided, may not be used for other customers/purposes unless the GNTB has given its prior ap- proval.
3.1. Form and content of the RFP application 3.1.1. Format requirements Digital bids must be submitted to the office specified in section 3.5.
3.1.2. Amendments, additions and explanations Amendments and additions to the tender documents are not permitted. If explanations appear necessary for a better assessment of the tender, they may be attached to the tender in a special annex. Changes made by the tenderer to its documents must be unambiguous.

3.1.3. Signature All documents, forms (where marked) and declarations must be signed. The name/s of the signatory/signatories must be stated in print letters.
3.2. Documents to be attached 3.2.1. Bid form (pages 23 incl. Forms and Description of Services), Statements, mean- ingful evaluation documents.
3.2.2. Documents for the assessment of suitability according to the table of contents (see bid form). In compliance with the principles of transparency and equal treatment, the contracting authority may request the candidate or tenderer to submit, complete or correct miss- ing, incomplete or incorrect company-related documents, in particular self-declara- tions, information, certificates or other evidence in accordance with Section 56 (2) VgV. The documents will be requested within a reasonable time. If information is missing and is not provided even after repeated requests and without the objective reason for this being explained, the GNTB must exclude the tender in question from the procedure without further examination.
Missing documents required for the evaluation of bids (see award criteria) may not be submitted after the submission deadline. The bid will be evaluated solely based on the documents submitted on time.
3.3. Reimbursement of costs No remuneration will be paid for the preparation of the tender. Reproduction costs for the dispatch of these tender documents will not be reimbursed.
3.4. Copyrights The bidder must indicate in its bid whether industrial property rights exist, have been applied for or are being considered for the subject matter of the contract.
3.5. Submission of the RFP application Bids must be issued electronically by 10.13.2026, 11:00 AM (CET).

It is imperative that you submit the offer using the "Submit bid" function. Otherwise the offer cannot be considered! Please see the guide Submission of tenders.

No Bids arriving later can be entertained.

3.6 Amendments, additions and explanations Any amendments or corrections to the offer must be submitted in the same form as the offer by the end of the offer period specified in section 3.5. The bid may be withdrawn in writing up to the end of the offer period. Thereafter, the bidder shall be bound by its bid until the expiry of the binding period in accordance with Section 5.0.
3.7. Language The offers as well as all declarations to be provided and further correspondence must be written in English or German. A document written in another language must be ac- companied by a certified translation or a translation prepared by a publicly appointed or sworn translator or interpreter.
3.8. Decleration obligation After Bids have been opened, Bidders may be requested to provide clarification and additional information in order to clear up any doubts regarding the Bids or the Bid- ders themselves.
3.9. Anti-corruption Directive In line with the Federal Governmental of Germany Directive on the prevention of cor- ruption as issued in the Federal Government of Germany on 30 July 2004, the bidder declares its willingness to bind over its employees who will be collaborating in the pro- vision of the services to fulfil the mandatory regulations governing the expert fulfilment of their obligations arising from the order.
4.0.. Conditions of payment Payments are made, hand-in-hand with progress in the completion of services, within 30 days of the presentation of invoicing; payments in instalments are possible.
5.0. Binding period The binding period ends on 12.31.2026.
6.0. Special terms of contract
The contract is based on the following order:
- the Letter of Award;
- the Cooperation Agreement;
- the RFP, including the specific terms of the contract;
- the offer completed by the Bidder, in particular the description of services;
- the VOL/B in the version valid at the time the contract is concluded
Deviations require written agreement. The validity of the Contractor's General Terms and Conditions is excluded.
