Service Specification – Airline Partnership 2027

  1. Information about the German National Tourist Board On behalf of the German Federal Government, the German National Tourist Board (GNTB) promotes

Germany as a travel destination worldwide. Its aim is to strengthen inbound tourism and thereby

contribute to the economic value generated by international travellers in Germany.

To this end, the GNTB analyses global and market-specific tourism trends, particularly in the field of digital

transformation. On this basis, it develops marketing strategies, connects the international travel industry

with partners in Germany’s tourism sector, and implements campaigns. At the heart of these activities is

the ‘Germany simply inspiring’ brand profile, which serves as the narrative for service-oriented, high-quality

tourism. To ensure Germany’s long-term viability as a destination, climate- and resource-friendly, socially

responsible, and inclusive offerings are an integral part of the brand’s core identity.

  1. Objective of the Partnership

The German National Tourist Board (GNTB) offers airlines that play a key role in inbound tourism to

Germany the opportunity to enter an airline partnership based on a reciprocal exchange of services.

  1. Content and Service Components

The content and service components are grouped below into three sets of measures, referred to as ‘Lots’.

Airlines are generally free to apply for individual Lots, multiple Lots, or all Lots.

No later than 30 days before an event or market-development service is carried out, the Airline Partner

must confirm whether it will participate in the services offered under the Lots. If the Airline Partner informs

the GNTB later, the service must be charged in full.

3.1 Lot 1 – GTM™ Plus Airline Partner Package

The German National Tourist Board (GNTB) offers airlines of overarching importance to inbound tourism

the opportunity to enter a premium partnership for the GTM™ Germany Travel Mart 2027.

From 29 May to 2 June 2027, Bremerhaven will be the destination partner for the 53rd Germany Travel

Mart™, which will be held in the successful GTM 360° format. In 2026, the focus of Germany’s largest

inbound-tourism B2B event will once again be on direct B2B exchange, strengthening international markets,

and increasing Germany’s global visibility as a travel destination. Bremerhaven positions itself as a centre

for science and visitor experiences by the sea, combining its maritime identity with international research

expertise to create a clearly defined destination offering. In addition to in-person networking at the GTM™,

the GTM 360° B2B platform provides a digital marketplace where the German travel industry and

international travel-sector contacts can easily access Germany-specific trade information, network, and

maintain business relationships. The platform thereby supports all stakeholders in Germany’s inbound-

tourism sector. The event is aimed at approximately 200 international buyers and 80 journalists from around

35 countries.

The GNTB is currently planning its sixth Incoming & Brand Summit with a destination partner for 2027. In

2026, more than 70 specialist journalists from over 25 international source markets for Destination Germany

attended the event. Presentations and expert panels informed media representatives about the facets that

shape the Destination Germany brand and how they dynamically develop its brand image, while

participants were able to experience offerings during guided tours on site. GNTB will offer the Airline Partner

opportunities for involvement, including co-branding options.

The GNTB is seeking an Airline Partner for the Asian market to launch joint marketing and sales activities.

The objective is to position Germany as a preferred destination for Asian travellers and increase passenger

traffic to Germany. The partner should have a well-established route network in Asia and, ideally, direct

connections to Germany.

The GNTB services are listed in detail in the table below. The Airline Partner’s in-person participation in

events provided by the GNTB is desirable. The same applies to the provision of content for the measures

The GNTB is seeking an Airline Partner for Europe and the Americas to initiate joint marketing and sales

activities. The objective is to position Germany as a preferred destination for European and American

travellers and jointly develop measures that increase passenger traffic to Germany. The Airline Partner

should have a well-established route network in Europe and the Americas and, ideally, offer direct

connections to various destinations in Germany.

The GNTB services are listed in detail in the table below. The Airline Partner’s in-person participation in

  1. Information on the Open Procedure

4.1 Submission of tenders

Please submit your tender no later than 10.13.2026 at 11:00 a.m. (CET). Please use exclusively the tender

documents provided by the GNTB on the German Federal Government’s e-procurement platform.

The bidder may apply for one Lot, multiple Lots, or all three Lots. Please indicate on the cover sheet of the

tender form the Lots for which you wish to bid. Explanatory note: If an airline applies for more than one Lot,

the GNTB reserves the right to allocate the offered barter budget flexibly across the Lots included in the

bid.

Please ensure that the tender documents are complete (see table of contents). Evaluation documents may

not be submitted subsequently, and the contracting authority is not permitted to request them. The tender

form provided must be submitted fully completed and signed.

4.2 Examination and evaluation of tenders

First evaluation stage: Formal examination of the tender to determine whether it is complete and technically

and arithmetically correct.

Second evaluation stage: Assessment of the bidder’s suitability against the defined minimum requirements.

Please provide appropriate supporting documentation as evidence that the eligibility criteria are met. In

addition, the bidder’s technical expertise and capacity to perform will be assessed on the basis of the

information provided in the forms included with the tender form.

Third evaluation stage: The tender is evaluated against the award criteria defined in advance. Please

ensure that all responses are complete, as a proper evaluation is not possible without them.

4.3 Tender structure

As a public contracting authority, we apply the maximum-value principle to this procurement procedure.

4.4 Invoicing requirements

In accordance with Sections 14 and 14a of the German Value Added Tax Act, the Airline Partner and the

German National Tourist Board (Deutsche Zentrale für Tourismus e.V.) will invoice each other for the

services provided, plus value added tax.

The parties agree that the invoices issued will be offset against one another. Payment will be affected

mutually through the proportional offsetting of the invoices.

If either contracting party falls below or exceeds the value of the agreed services due to omitted or additional

services, any excess value must be settled by payment from the party benefiting from that excess.

4.5 Data protection in the tender procedure

The personal data and other information contained in the tender may, where applicable, be collected,

processed, or used by the contracting authority and its authorised representatives within the scope of their

respective responsibilities. Any disclosure of this data to other bodies is governed by the German Federal

Data Protection Act (Sections 23 and 25 BDSG). Bidders are requested to inform employees involved in

the project that their data (name and business contact details) will be collected and stored.
