- In this procurement, the award criteria are combined with climate and environmental requirements in the requirement specification. The contracting authority has assessed the project ́s climate and environmental impact and concluded that it would be better to set requirements in this procurement rather than use the 30 percent award criteria, cf. The Public Procurement Regulations § 7-9 (4). The justification for this will be reviewed below. Central emissions from the project The most central emission factors in the project will be energy use when operating the building, the materials used for the construction work, as well as emissions including mass transport at the construction site. Environmental requirements set in this project: * NZEB requirements (close to zero energy building) in accordance with NZEB ́s FutureBuilt criteria, including local energy production with solar panels. * Targets for a climate gas budget for materials and energy. * Requirement: 57% and 14% circularity in accordance with THE NORWEGIAN Public Procurement Regulations. FutureBuilt criteria, for respectively the existing building and new building. * Requirement for 10% re-use of ventilation channels. * Requirement for 5% re-use of cable bridges/channels. * Requirement for 90% source sorting (70% in TEK 17). * Requirement for emission free vehicles. * The objective of maximum waste quantities. * Requirement for low-emitting materials. * Requirements for the absence of environmental toxins. * Requirements for planning and physical measures for future expansion of solar panel installations on roofs. * Requirement for legally carved wood. * Requirement for discharge free building heating and drying. * Requirements for a comprehensive response to climate change. * Requirements for handling surface water. * Requirements to safeguard flora. * Requirements for improvement of ecology. Award criteria that shall be used: * 5% Maximum CO2 emissions for materials, with emphasis on concrete. * 5% Maximum diesel quantities. The assessment: In this competition the contracting authority has chosen to have comprehensive requirements for both how the construction work shall be carried out as well as the result of the construction work to limit the climate and environmental impact of the project. When using requirements, the contracting authority ensures that all tenderers fulfil all the environmental requirements set for the service and thus achieve a better climate and environmental effect than if the tenderers were given a freedom of choice as regards fulfilling one or several of the environmental requirements above in their tender offer and where the fulfilment had to be assessed as a part of the tender evaluation. At the same time, several of the requirements are very judgemental to evaluate and it will be difficult to compare the different tenderers. The requirements are therefore not very suitable for use as an award criterion as a result of it being very demanding to assess what value partial fulfilment of these requirements will give the contracting authority. Furthermore, it is the entirety of fulfilment of these requirements that give the best climate and environmental effect in order to reduce the largest emission drivers in the construction project. Combined, the contracting authority therefore believes that it would be better to set requirements in this procurement rather than use a 30 percent award criteria.
