Leistungsbeschreibung
The defence sector is currently using the Moodle Workplace learning platform. The learning platform is used to carry out digital learning on unclassifed platforms (Internet), both as remote learning and physically in classrooms. The learning platform is integrated, or is planned to be, with several central systems in The Norwegian Armed Forces. The reason for the procurement is the need for a modern LMS solution that meets the organization’s need for training and competence. The Norwegian Armed Forces need to procure an overall Learning Management System (LMS), delivered as a SaaS service on the Internet. The procurement shall include access to the LMS system itself, accompanying operation and management, as well as the necessary services for implementation, adaptation, further development and support. The need also includes consultancy services concerning technical configuration, integrations with the agency's other systems and development assignments. Beyond this, there will be a need to facilitate the use of artificial intelligence for the production of digital learning content and analysis. The goal of the procurement is to ensure a stable, secure and cost efficient operation, management and further development of the learning platform for the defence sector, so that the system always supports the agency's need for learning and competence development. This shall be done by procuring and developing an overall SaaS based LMS system that ensures a long-term and effective training. This is to support the Chief of Defense's plan from the year of 2020. The system must offer a high availability, performance and security, and the platform shall be further developed in line with changing organizational, pedagogical, and technological needs. Please read the procurement documents for further details on the procurement, including its extent.
