Kurzbeschreibung

TenneT Offshore GmbH mit Sitz in Bayreuth sucht Anbieter für Wachschiffe und Besatzungen zur Überwachung und Absicherung küstennaher sowie Offshore-Bereiche, etwa bei Kabelreparaturen, unbedeckten Kabeln, Fundstellen von Kampfmitteln oder Ausfällen von Navigationslichtern. Gefordert sind mindestens drei Schiffe der Klasse B mit einer Höchstgeschwindigkeit von mindestens 15 Knoten und drei Schiffe der Klasse C mit mindestens 10 Knoten; der geschätzte Auftragswert beträgt 10 Millionen Euro. Der Rahmenvertrag soll zunächst drei Jahre laufen und optional zweimal um jeweils zwei Jahre verlängert werden, maximal also sieben Jahre; die Teilnahmefrist endete am 10. Juni 2024.

Leistungsbeschreibung

TenneT is looking for reliable, trustworthy and highly professional providers of Class B and Class C Guard Vessels (GV) and their respective crews to conclude a service framework contract for the duration of 3 years (+2 +2 years as options = 7 years max.). For the specific tasks, the Client distinguishes between and requires GV of Class B (max. speed min. 15 knots) and Class C (max. speed min. 10 knots). The minimum requirement is a contractor fleet of at least 3 Guard Vessels for each Class: Class B (maximum speed of at least 15 knots): 3 vessels minimum within the fleet or in direct access. Class C (maximum speed of at least 10 knots): 3 vessels minimum within the fleet or in direct access. A guard vessel (GV) is required by safety regulations during various scenarios. The scope of work of the GV is to guard certain nearshore or offshore areas, e. g. during cable repairs, to protect unburied cables and joints, UXO locations or to guard a platform during outage of navigational lights or similar. The main activities of the GV are permanent observation of surrounding vessel traffic and to inform all vessels in the vicinity about the present activities or dangers via public broadcasts or by other visual and non-visual instructions within their guarding area. In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality Agreement as per "NDA" document provided for download via Mercell. Please send the signed and stamped copy to: dominik.schellhase@tennet.eu. After sending the NDA and a plausibility check by the Client, the Client will grant the interested parties access to the tender by Email. After registering for the tender at Mercell Source-to-Contract, you will find all tender documents for the call for competition phase as well as the offer phase under "Questionnaires", section "Call for Competition", question 1.2.1.  The bidder can not deduce eligibility for participation only from signing and submitting the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

§ 123 and §124 Restraint of Competition Act (“GWB”) apply. As stated in the Procedure Guidelines under section 3.4, the contracting authority (TenneT) may, in compliance with the principles of transparency and equal treatment, request that the applicants submit, complete or correct missing, incomplete or incorrect business-related documents, in particular self-declarations, statements, certificates or other evidence (§ 51 (2) SektVO). If requested by TenneT, the corresponding documents must be submitted by the applicants within a (reasonable) timeframe specified by TenneT. The decision to request further information is at the sole discretion of TenneT. Requests to participate that do not contain the required documents will be excluded from the tender procedure.

The price criterion is based on the following evaluation of the bids/offers: The bid with the lowest bid price will be ranked at 1.00. Any bid that exceeds 2 times the lowest bid price will be awarded the last rank, which always corresponds to the number of bids submitted and evaluated. The evaluation of the bid prices which lie in between is carried out by means of linear interpolation with up to two decimal digits. This applies to both, the selection of candidates to conduct the negotiations with (evaluation based on the initial offer documents) as well as the later awarding of the contract to the winning candidate (evaluation based on BAFO documents).

The contractual parts of the initial offers and negotiation results (BAFO) are evaluated against the client’s requirements laid out in the tender documents and assessed on a comparative basis (relative method). The annotated contract drafts sent in by the bidders are evaluated with regard to the final distribution of contractual risks to the disadvantage of the client in comparison to the client's original draft contract proposal.
