General provisions Urgent heating capacity for Ukraine through provison of Stationary Modular Boiler Houses (S-MBH)
Notes and general explanationsPreliminary remark Responsibility of the contractor for the safety of the contractor's personnel:
Since the beginning of Russia’s full-scale war against Ukraine in February 2022, significant parts of the country’s civilian and critical infrastructure have been damaged or destroyed. Essential infrastructure providing electricity, heat, gas, water supply and wastewater services has been particularly affected. The security situation remains highly volatile, especially in eastern and southern Ukraine, while missile and drone attacks continue to target critical infrastructure across the country. The energy sector has suffered particularly severe damage. According to the Rapid Damage and Needs Assessment 5 (RDNA5), jointly prepared by the Government of Ukraine, the World Bank Group, the European Commission and the United Nations, direct damage to energy and extractive infrastructure is estimated at approximately USD 24.8 billion, representing 12.7% of Ukraine’s total recorded direct damage. This includes damage to electricity generation, transmission and distribution infrastructure, district heating systems, and other assets essential for maintaining energy supply. The estimated reconstruction and recovery needs of the energy sector amount to nearly 91 billion USD over the next ten years, making energy one of the sectors with the highest recovery needs in Ukraine. Against this background, and as a continuation of the German Government’s winter support to Ukraine, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement relevant support measures within the project “Energy Security for Ukraine: Municipal, Renewable, Efficient” (ESU). As part of German emergency and transitional development assistance, the project contributes to strengthening the resilience of Ukraine’s municipal and critical energy infrastructure and maintaining essential services for the population. Selected partner (communities) are to be supported with the provision of Stationary Modular Boiler Houses (S-MBH) to strengthen their resilience. The service consists of delivering finished S-MBH modules (one-block-modular transportable container design based on sea containers with insulation or electro-welded fully insulated containers/inhousings). The sites of potential use are in Ukraine, with the corresponding weather conditions. Frost protection must be ensured inside the container/in housing for frost days and non-operating periods. Main purpose of the S-MBH and it’s main features: -\tfor emergency/backup heat supply/restoration of lost heat capacities; -\tone-block-modular transportable container design -\t“stand alone” type of S-MBH; -\tmobility (transportable by trucks see below), reliability, autonomy (the S-MBH should operate in automatic mode without the constant presence of maintenance personnel); -\tquick installation and connection to external networks; -\texternal communication connections are flanged with appropriate flanges, bolts and gaskets. -\toperation on gas, gas pipelines and gas equipment designed to operate on medium pressure (classes of pressure according to Ukrainian norms). The design pressure at the S-MHB entrance 300 mbar; -\tminimal energy consumption due to energy efficiency of equipment and automation; -\tback up source of electrical power supply to be able to work during power outages. -\tthe explosion and fire safety category of the S-MHB is " Г " (according to Annex A of DBN B.2.5-77:2014)Preliminary remark Responsibility of the contractor for the safety of the contractor's personnel: Parts of Ukraine remain a war zone and attacks with drones, missiles or long-range artillery occur irregularly in many parts of the country. Parts of the delivery areas are listed as high-risk areas, but this may change depending on the development of the situation on the ground. The Client points out that the responsibility for the security risk management of the Contractor's personnel lies entirely in the hands of the Contractor. The Client recommends drawing up security concepts for travel activities in Ukraine and for corresponding stays and to prepare for potentially necessary general evacuation of employees as well as medical evacuation of seriously injured employees up to fatalities and to take out appropriate insurance. The Client cannot assume any responsibility or guarantee support in this regard. The client insists that each contractor specialist works exclusively on a voluntary basis and with comprehensive knowledge of the safety risks on site. This requirement must be explicitly stated and confirmed in the offer.
Instructions for submitting tenders and filling in the specification The provision of Goods are awarded in single lots. Each bidder may submit a bid for one or more lots. In the specifications, the bidder is asked to break down the total cost for one Unit into the Unit price for the s-MBH Module, cost for post-delivery technial assistance for initial start up, training and delivery. Each capacity (1 MW, 2 MW and 4 MW) is reflected as one Lotpackage. The quantities per Lotpackage offered need to be filled in the Price sheet ("Pricesheet for tender 10056473.xlsx"). The units in each lot package need to be identical in price and configuration. The Lotpackage and Lots are defined as follows:

1.1.10Electrical power supply and Main Distribution Panel (MDP): -\tpower supply of the S-MBH from the MDP installed in S-MBH; -\tpowering of MDP from two electrical inputs (working/ backup) with automatic input of the reserve (automatic transfer switch); -\tbackup input for connecting an external diesel generator; -\tconnection to the three-phase AC electrical grid 50 Hz, 0.4 kV; -\tvoltage of power consumers: ~380/~220V -\tdistribution networks of units and  components of the equipment shall be made with cables and wires with copper conductors of appropriate cross-sections along walls and metal structures in cable trays. -\tcables from sensors perform in protective pipes with sealing at the joints
1.1.11Backup power supply in case of power outages: The scope of delivery includes a 'set of external diesel generator(s)' (incl. fuel supply system), which are selected according to the max. output of the S-MBH's electrical consumer in order to ensure the power supply of the devices as an alternative power source in the event of power outages (min. for 12 hours of continuous work without refuelling). The place of installation is within the housing of the MBH or console attached to the building and equipped with anti-vandal protection and needs to be suitable and equipped to be ready to supply in case of. Diesel generator(s)': 3-phased; 400 V;  with automatic transfer switch; with additional heating of the coolant and automatic battery charging; of the appropriate type of climatic version of enclosure depending on the proposed installation location (inside a container or next to it on a console).
1.1.12Water supply and feeding: -\t1 x pumping station with an expansion tank to increase the water pressure at the input (in case of problems with water supply, water pressure at the input); -\tWater preparation: softener a capacity of 1.2-1.8 m3/hour, with two columns for continuous softening (TWIN system); provide additional measures for mechanical filtration of raw water (for handling contaminated water); -\t2 x feeding stations (working / backup) -\tdosing pump with a reagent tank for water quality correction, dosing of reagents in parallel with the volume of feed water through a meter with a pulse output -\treserve tank of chemically purified water
1.1.13Automation: boiler and cascade regulators for automated weather-dependent control of heat supply to the network with safety devices. The S-MBH automation should ensure its operation without the need for constant presence of maintenance staff.
1.1.14Energy accounting: -\tfor boilers with a capacity of min. 1  MW or more, including to provide technical (not commercial) gas accounting per each aggregate (note: therefore not applicable here for the two ~500 kW units)   -\t heat - technical, heat meter taking into account the heat balance of the boiler house feed; -\t electricity – technical, one per each main power input -\t cold water - technical, water meters (input, working supply, emergency feeding).
1.1.15Internal heating system of S-MBH: -\t main - based on a water fan heater; -\t emergency heating based on electric convectors.
1.1.16Ventilation system: - type: natural; - supply - through the supply grilles; - exhaust - through an exhaust deflector (removable during transportation); - ventilation should provide a 3-fold air exchange, taking into account the air required for for fuel combustion.
1.1.17Security systems: -\t Fire alarm systems. Provide places for primary fire fighting equipment in accordance with Ukrainian legislation. -\t Security alarm system. -\t Gas detection system. -\t An alarm cabinet for transmitting the main signals of operation or malfunction to the place of permanent stay of the on-call personnel.
1.1.18Chimneys and combustion product removal system: In the boiler room set to provide a minimum set of chimneys to ensure the removal of flue gases to a safe area. In S-MBH to ensure the dispersion of harmful substances, to foreseen the installation of heat-insulated chimney
1.1.19Sewage system: Boiler house wastewater need to be drained into an open-type collector to allow for centralized connection from one point to the sewer system.
1.1.20Electric lighting: -\t working, -\t emergency lighting, -\t repair light (12 V). -\t pre-launching lighting of the MBH should be done with explosion-proof lamps;
1.1.21Grounding: -\t TN-C-S grounding system; -\t to protect  personnel from electric shock, provide protective grounding of all metal parts of electrical equipment that is not under tense -\t connect the metal cases of equipment and apparatus to the grounding system to equalize the potential
1.1.22Transportability: The S-MBH must be suitable for transportation by road on trucks with open-type platforms (separate loading). S-MBH in one-block execution
1.1.23Exit of all external networks through the wall (not through the floor). Provide a grounding circuit in S-MBH.
1.1.24The S-MBH must be manufactured and meet the  requirements of Ukrainian legislation, including: In the event of deviations, the bidder is obliged to declare these transparently, justify them technically, and propose an equivalent or alternative solution. ▪ DBN V.2.5-77:2014 "Boiler Houses", ▪ DBN V.2.5-56:2014 "Fire protection systems" ▪ Code of Civil Protection of Ukraine No. 5403-VI and relevant subordinate regulations. ▪ DBN V.2.6-220:2017 "Constructions of buildings and structures. Covering buildings and structures", ▪ DBN V.1.1-7-2016 "Fire safety of construction facilities", ▪ DBN B.2.2-12:2019 "Planning and development of territories", ▪ NAPB A.01.001-2014 "Rules of fire safety in Ukraine". ▪ "Rules for arranging electrical installations" (PUE, 2026 edition), ▪ DNAOP 0.00-1.32-01 "Rules for the construction of electrical installations. Electrical equipment of special installations", ▪ DSTU CEN/TS 54-14:2021 "Fire alarm and notification systems" ▪ DSTU B V.1.1-36:2016 "Definition of categories of premises, buildings, installations according to explosion and fire hazard" The materials and equipment specified in this tender documentation shall comply with the applicable European and international standards. All components and equipment included in the scope of supply shall be duly certified and shall not contain ozone-depleting substances (ODS) or CFCs/HFCs (chlorofluorocarbons/hydrofluorocarbons), either during their manufacture or operation. Appropriate environmental protection measures shall also be applied. Materials and equipment manufactured outside Ukraine and imported into Ukraine shall have the required certificates of conformity with applicable Ukrainian DSTU standards, in accordance with the requirements of Ukrainian legislation.
1.1.25Technical documents to be provided by the Supplier upon delivery of the s-MBH: - Certificates of conformity and/or type-examination certificates (together with declarations of conformity with the applicable technical regulations) for the main equipment, including boilers, burners, network/circulation pumps and boiler pumps, and/or other equivalent official documentation issued by duly authorised bodies confirming compliance of the main and auxiliary equipment with the applicable regulations and standards. - Technical passport and operating instructions/manual for the e-MBH(including in Ukrainian). - Manufacturers’ technical passports/data sheets for the main equipment, including boilers, burners, network/circulation pumps and boiler pumps. - Installation, operation and maintenance instructions for the main equipment, including documentation in the Ukrainian language. - Functional diagram of the boiler house, including the specification/list of the main equipment. - Hydraulic diagram indicating the hydraulic parameters of the pipelines and equipment of the modular boiler house. - Axonometric diagram of the gas supply system. - General arrangement/layout drawing of the main equipment, including overall dimensions. - Manufacturer’s documentation (technical passports, operating instructions/manuals and/or other applicable technical documentation) for all equipment indicated in the submitted diagrams and drawings. - A list of authorised service centres providing warranty and post-warranty maintenance of the Goods, including their physical addresses, website addresses and telephone numbers, as well as a list and contact details of the responsible persons involved in the provision of maintenance services and supply of spare parts.
1.1.26Additional Requirements: - The Supplier shall prepare the manufacturer’s test reports, including the relevant certificates for pressure-bearing components. The certification test records shall be retained by the manufacturer and subsequently provided to the Partner upon delivery of the Goods. - GIZ representatives shall have the right to attend and witness the manufacturer’s “cold tests” at the manufacturer’s production facility prior to shipment. The Supplier shall notify GIZ of the planned factory testing date at least fifteen (15) calendar days in advance. - The Supplier shall have one or more service centres in Ukraine capable of providing warranty and post-warranty maintenance of the Goods, as well as designated responsible personnel for the provision of maintenance services and the supply of spare parts.
2Post-delivery technical assistance during initial start-upFor the delivered s-MBHs, the Contractor shall additionally provide technical support for final adjustment, configuration and functional testing of the supplied MBH equipment during its initial start-up. The Recipient (final beneficiary) shall be solely responsible for all site preparation, installation and connection works, integration of the s-MBH into the Recipient’s infrastructure, provision of utilities, obtaining of permits and approvals, and follow-up to initial start-up legally required inspection or commissioning activities.  Following completion of all required prior initial start-up activities and receipt by GIZ of a written site-readiness confirmation from the Recipient, the Supplier shall, upon written request by GIZ, provide one on-site technical-assistance visit of up to 2 working days per [s-MBH/site] for each s-MBH installation location within the territory of Ukraine, excluding the territory located less than 25 km from the active front line. The Supplier shall mobilise suitably qualified personnel within ten working days of GIZ’s request or within another timeframe agreed with GIZ and the Recipient. The visit, including all personnel, travel and ancillary costs, shall be included in the quoted price. The Recipient shall remain responsible for and in control of the initial start-up and operation of the integrated system. During this Recipient-led process, the Supplier’s personnel shall, as applicable: - perform manufacturer-specific final adjustments and fine-tuning of the burner, boiler, circulation pumps, controls, automation and safety components forming part of the supplied s-MBH, within the manufacturer-approved parameter ranges; - carry out diagnostic and functional checks limited to the equipment and components supplied under this Purchase Order; verify the interaction of the components within the supplied s-MBH; - identify and correct settings or configuration issues attributable to the supplied equipment; - provide brief, equipment-specific operational familiarisation to the Recipient’s designated personnel, including normal operation and shutdown, alarms, routine checks and relevant maintenance requirements in accordance with the operating manuals; and - document the activities performed and any relevant observations in a technical-assistance report. The Contractor's obligation to provide this technical support upon GIZ request shall remain valid throughout the MBH warranty period, starting from the date of handover of the respective s-MBH to the Recipient. The Supplier’s activities shall be strictly limited to the equipment supplied under this Purchase Order. They shall not include the design, execution, supervision, approval, acceptance or certification of installation or connection works; integration or modification of third-party equipment; regulatory commissioning; or rectification of deficiencies attributable to the Recipient or third parties. For the avoidance of doubt, the Supplier’s attendance and technical assistance shall not constitute installation, system integration or commissioning by the Supplier of the site installation or the integrated heating system. It shall neither transfer responsibility for these activities from the Recipient to the Supplier nor constitute approval, acceptance or certification of the Recipient’s or any third party’s works. Delivery and handover of the s-MBH shall not be conditional upon the subsequent technical-assistance visit.  If the site is not ready or safe for the envisaged activities, the required utilities or permits are unavailable, or qualified Recipient personnel are not present, the Supplier may suspend the activities and shall promptly inform GIZ. Such circumstances shall not constitute non-performance by the Supplier. Any additional mobilisation resulting solely from an inaccurate site-readiness confirmation shall require a separate written agreement with GIZ. GIZ may request the included technical-assistance visit until expiry of the applicable warranty period. A request validly issued during that period shall remain effective even if the visit is carried out thereafter. If site readiness is not achieved during the warranty period, the obligation shall expire at the end of that period. This technical-assistance obligation shall neither limit nor extend the Supplier’s separate warranty obligations and GIZ’s corresponding warranty rights.0
3TrainingsThe Tenderer shall provide training (appprox. 1 day) for the operating and maintenance personnel on the proper operation and use of the supplied MBH upon completion of the works and shall submit a preliminary training plan.0

4.1Transportation and Packaging -Prior to dispatch from the manufacturing facility, all heating surfaces and pipelines shall be internally cleaned to remove any foreign matter, debris, or contaminants. -All machined surfaces of the equipment shall be adequately protected against corrosion during transportation, storage, and installation by applying one (1) layer of appropriate anti-corrosion coating. The same requirement shall apply to the external edges and surfaces of fittings and pipelines intended for welding. -All components of the modular unit, including auxiliary equipment, shall be delivered to the Recipient in appropriate packaging that provides adequate protection against damage during loading and unloading, transportation, and storage throughout the applicable warranty period. -All components shall be protected against dirt, corrosion, moisture, and other potential damage to their external and internal surfaces during dispatch, transportation, and outdoor storage prior to installation. The protective measures applied shall comply with the manufacturer’s recommendations and instructions. -A complete packing list identifying all supplied components and assemblies shall be prepared and provided with the delivery. -The lifting points/lifting arrangement, centre of gravity, and total weight shall be clearly marked on the unit/container. -All supplied equipment shall be provided with individual, permanently affixed identification plates (nameplates), indicating at least the manufacturer’s name, model/type designation, and serial number.

1.1.25Technical documents to be provided by the Supplier upon delivery of the s-MBH: - Certificates of conformity and/or type-examination certificates (together with declarations of conformity with the applicable technical regulations) for the main equipment, including boilers, burners, network/circulation pumps and boiler pumps, and/or other equivalent official documentation issued by duly authorised bodies confirming compliance of the main and auxiliary equipment with the applicable regulations and standards. - Technical passport and operating instructions/manual for the e-MBH(including in Ukrainian). - Manufacturers’ technical passports/data sheets for the main equipment, including boilers, burners, network/circulation pumps and boiler pumps. - Installation, operation and maintenance instructions for the main equipment, including documentation in the Ukrainian language. - Functional diagram of the boiler house, including the specification/list of the main equipment. - Hydraulic diagram indicating the hydraulic parameters of the pipelines and equipment of the modular boiler house. - Axonometric diagram of the gas supply system. - General arrangement/layout drawing of the main equipment, including overall dimensions. - Manufacturer’s documentation (technical passports, operating instructions/manuals and/or other applicable technical documentation) for all equipment indicated in the submitted diagrams and drawings. - A list of authorised service centres providing warranty and post-warranty maintenance of the Goods, including their physical addresses, website addresses and telephone numbers, as well as a list and contact details of the responsible persons involved in the provision of maintenance services and supply of spare parts.
1.1.26Additional Requirements: - The Supplier shall prepare the manufacturer’s test reports, including the relevant certificates for pressure-bearing components. The certification test records shall be retained by the manufacturer and subsequently provided to the Partner upon delivery of the Goods. - GIZ representatives shall have the right to attend and witness the manufacturer’s “cold tests” at the manufacturer’s production facility prior to shipment. The Supplier shall notify GIZ of the planned factory testing date at least fifteen (15) calendar days in advance. - The Supplier shall have one or more service centres in Ukraine capable of providing warranty and post-warranty maintenance of the Goods, as well as designated responsible personnel for the provision of maintenance services and the supply of spare parts.
2Post-delivery technical assistance during initial start-upFor the delivered s-MBHs, the Contractor shall additionally provide technical support for final adjustment, configuration and functional testing of the supplied MBH equipment during its initial start-up. The Recipient (final beneficiary) shall be solely responsible for all site preparation, installation and connection works, integration of the s-MBH into the Recipient’s infrastructure, provision of utilities, obtaining of permits and approvals, and follow-up to initial start-up legally required inspection or commissioning activities.  Following completion of all required prior initial start-up activities and receipt by GIZ of a written site-readiness confirmation from the Recipient, the Supplier shall, upon written request by GIZ, provide one on-site technical-assistance visit of up to 2 working days per [s-MBH/site] for each s-MBH installation location within the territory of Ukraine, excluding the territory located less than 25 km from the active front line. The Supplier shall mobilise suitably qualified personnel within ten working days of GIZ’s request or within another timeframe agreed with GIZ and the Recipient. The visit, including all personnel, travel and ancillary costs, shall be included in the quoted price. The Recipient shall remain responsible for and in control of the initial start-up and operation of the integrated system. During this Recipient-led process, the Supplier’s personnel shall, as applicable: - perform manufacturer-specific final adjustments and fine-tuning of the burner, boiler, circulation pumps, controls, automation and safety components forming part of the supplied s-MBH, within the manufacturer-approved parameter ranges; - carry out diagnostic and functional checks limited to the equipment and components supplied under this Purchase Order; verify the interaction of the components within the supplied s-MBH; - identify and correct settings or configuration issues attributable to the supplied equipment; - provide brief, equipment-specific operational familiarisation to the Recipient’s designated personnel, including normal operation and shutdown, alarms, routine checks and relevant maintenance requirements in accordance with the operating manuals; and - document the activities performed and any relevant observations in a technical-assistance report. The Contractor's obligation to provide this technical support upon GIZ request shall remain valid throughout the MBH warranty period, starting from the date of handover of the respective s-MBH to the Recipient. The Supplier’s activities shall be strictly limited to the equipment supplied under this Purchase Order. They shall not include the design, execution, supervision, approval, acceptance or certification of installation or connection works; integration or modification of third-party equipment; regulatory commissioning; or rectification of deficiencies attributable to the Recipient or third parties. For the avoidance of doubt, the Supplier’s attendance and technical assistance shall not constitute installation, system integration or commissioning by the Supplier of the site installation or the integrated heating system. It shall neither transfer responsibility for these activities from the Recipient to the Supplier nor constitute approval, acceptance or certification of the Recipient’s or any third party’s works. Delivery and handover of the s-MBH shall not be conditional upon the subsequent technical-assistance visit.  If the site is not ready or safe for the envisaged activities, the required utilities or permits are unavailable, or qualified Recipient personnel are not present, the Supplier may suspend the activities and shall promptly inform GIZ. Such circumstances shall not constitute non-performance by the Supplier. Any additional mobilisation resulting solely from an inaccurate site-readiness confirmation shall require a separate written agreement with GIZ. GIZ may request the included technical-assistance visit until expiry of the applicable warranty period. A request validly issued during that period shall remain effective even if the visit is carried out thereafter. If site readiness is not achieved during the warranty period, the obligation shall expire at the end of that period. This technical-assistance obligation shall neither limit nor extend the Supplier’s separate warranty obligations and GIZ’s corresponding warranty rights.0

4.1Transportation and Packaging -Prior to dispatch from the manufacturing facility, all heating surfaces and pipelines shall be internally cleaned to remove any foreign matter, debris, or contaminants. -All machined surfaces of the equipment shall be adequately protected against corrosion during transportation, storage, and installation by applying one (1) layer of appropriate anti-corrosion coating. The same requirement shall apply to the external edges and surfaces of fittings and pipelines intended for welding. -All components of the modular unit, including auxiliary equipment, shall be delivered to the Recipient in appropriate packaging that provides adequate protection against damage during loading and unloading, transportation, and storage throughout the applicable warranty period. -All components shall be protected against dirt, corrosion, moisture, and other potential damage to their external and internal surfaces during dispatch, transportation, and outdoor storage prior to installation. 1.1.27Additional services: As part of the warranty obligations for the delivered s-MBHs, the Contractor shall provide a guarantee letter confirming its commitment to provide, at no additional cost to GIZ or the Recipient, technical support for the final testing and initial commissioning of each supplied MBH following completion of the installation and connection works by the Recipient. Such support shall include, as applicable, final burner adjustment, verification and adjustment of boiler operating parameters, optimisation of pump settings, verification of control and automation settings, functional testing under actual operating conditions, and other activities reasonably required for initial commissioning. The Contractor’s obligation to provide such commissioning support shall remain valid throughout the warranty period, starting from the date of handover of the respective MBH to the Recipient. Upon notification by GIZ and/or the Recipient that the installation is complete and the site is ready for commissioning, the Contractor shall mobilise qualified personnel and provide the required support within ten  working days, or within another timeframe agreed with GIZ and the Recipient. If final commissioning cannot be carried out during the warranty period solely due to incomplete installation or lack of site readiness attributable to the Recipient, this shall not constitute non-performance by the Contractor. The Contractor’s commissioning-support obligation shall expire at the end of the warranty period, provided that the Contractor has remained available and capable of providing such support throughout that period.
2Post-delivery technical assistance during initial start-upFor the delivered s-MBHs, the Contractor shall additionally provide technical support for final adjustment, configuration and functional testing of the supplied MBH equipment during its initial start-up. The Recipient (final beneficiary) shall be solely responsible for all site preparation, installation and connection works, integration of the s-MBH into the Recipient’s infrastructure, provision of utilities, obtaining of permits and approvals, and follow-up to initial start-up legally required inspection or commissioning activities.  Following completion of all required prior initial start-up activities and receipt by GIZ of a written site-readiness confirmation from the Recipient, the Supplier shall, upon written request by GIZ, provide one on-site technical-assistance visit of up to 2 working days per [s-MBH/site] for each s-MBH installation location within the territory of Ukraine, excluding the territory located less than 25 km from the active front line. The Supplier shall mobilise suitably qualified personnel within ten working days of GIZ’s request or within another timeframe agreed with GIZ and the Recipient. The visit, including all personnel, travel and ancillary costs, shall be included in the quoted price. The Recipient shall remain responsible for and in control of the initial start-up and operation of the integrated system. During this Recipient-led process, the Supplier’s personnel shall, as applicable: - perform manufacturer-specific final adjustments and fine-tuning of the burner, boiler, circulation pumps, controls, automation and safety components forming part of the supplied s-MBH, within the manufacturer-approved parameter ranges; - carry out diagnostic and functional checks limited to the equipment and components supplied under this Purchase Order; verify the interaction of the components within the supplied s-MBH; - identify and correct settings or configuration issues attributable to the supplied equipment; - provide brief, equipment-specific operational familiarisation to the Recipient’s designated personnel, including normal operation and shutdown, alarms, routine checks and relevant maintenance requirements in accordance with the operating manuals; and - document the activities performed and any relevant observations in a technical-assistance report. The Contractor's obligation to provide this technical support upon GIZ request shall remain valid throughout the MBH warranty period, starting from the date of handover of the respective s-MBH to the Recipient. The Supplier’s activities shall be strictly limited to the equipment supplied under this Purchase Order. They shall not include the design, execution, supervision, approval, acceptance or certification of installation or connection works; integration or modification of third-party equipment; regulatory commissioning; or rectification of deficiencies attributable to the Recipient or third parties. For the avoidance of doubt, the Supplier’s attendance and technical assistance shall not constitute installation, system integration or commissioning by the Supplier of the site installation or the integrated heating system. It shall neither transfer responsibility for these activities from the Recipient to the Supplier nor constitute approval, acceptance or certification of the Recipient’s or any third party’s works. Delivery and handover of the s-MBH shall not be conditional upon the subsequent technical-assistance visit.  If the site is not ready or safe for the envisaged activities, the required utilities or permits are unavailable, or qualified Recipient personnel are not present, the Supplier may suspend the activities and shall promptly inform GIZ. Such circumstances shall not constitute non-performance by the Supplier. Any additional mobilisation resulting solely from an inaccurate site-readiness confirmation shall require a separate written agreement with GIZ. GIZ may request the included technical-assistance visit until expiry of the applicable warranty period. A request validly issued during that period shall remain effective even if the visit is carried out thereafter. If site readiness is not achieved during the warranty period, the obligation shall expire at the end of that period. This technical-assistance obligation shall neither limit nor extend the Supplier’s separate warranty obligations and GIZ’s corresponding warranty rights.0
3TrainingsThe Tenderer shall provide training (appprox. 1 day) for the operating and maintenance personnel on the proper operation and use of the supplied MBH upon completion of the works and shall submit a preliminary training plan.0

4.1Transportation and Packaging -Prior to dispatch from the manufacturing facility, all heating surfaces and pipelines shall be internally cleaned to remove any foreign matter, debris, or contaminants. -All machined surfaces of the equipment shall be adequately protected against corrosion during transportation, storage, and installation by applying one (1) layer of appropriate anti-corrosion coating. The same requirement shall apply to the external edges and surfaces of fittings and pipelines intended for welding. -All components of the modular unit, including auxiliary equipment, shall be delivered to the Recipient in appropriate packaging that provides adequate protection against damage during loading and unloading, transportation, and storage throughout the applicable warranty period. -All components shall be protected against dirt, corrosion, moisture, and other potential damage to their external and internal surfaces during dispatch, transportation, and outdoor storage prior to installation. The protective measures applied shall comply with the manufacturer’s recommendations and instructions. -A complete packing list identifying all supplied components and assemblies shall be prepared and provided with the delivery. -The lifting points/lifting arrangement, centre of gravity, and total weight shall be clearly marked on the unit/container. -All supplied equipment shall be provided with individual, permanently affixed identification plates (nameplates), indicating at least the manufacturer’s name, model/type designation, and serial number.
