Information on lot distribution, evaluation and Formal contract of the main client
The tender is divided into several lot packages according to material, delivery time and delivery location. Each lot package consists of individual lots.
Bidders are asked to offer as many individual lots as they can reliably deliver within the specified delivery time.
All lots within a lot package need to be identical in pricing and goods offered.
Lot Package 1: If a bidder can offer more than 15 Lots, GIZ reserves the right to assign up to 7 of the additionally offered lots as option to the secured funds.
Lot Package 2: If a bidder can offer more than 10 Lots, GIZ reserves the right to assign up to 5 of the additionally offered lots as option to the secured funds.
Lot Package 3: If a bidder can offer more than 5 Lots, GIZ reserves the right to assign up to 2 of the additionally offered lots as option to the secured funds.
The following lot packages and single lots (see also price sheet) are planned for the present tender:

From a comparison of all offers for a lot package in the selection, the most economical offer is then selected across individual lots. In the context of the cross-lot consideration within a lot package, the Client reserves the right to assign a completely suitable offer to another single lot of the same lot package.
Example:
Bidder A bid for only one lot, bidder B for two lots and bidder C for three lots. All bids are suitable.

Lot 2.1: Contract awarded to bid A: €100
Lot 2.2: Contract awarded to bid B (bid B, lot 2.1 moves to lot 2.2): €105
Lot 2.3: Contract awarded to bid B (bid B, lot 2.2 moves to lot 2.3): €105
Lot 2.4: Contract awarded to bid C (bid C Lot 2.3 moves to Lot 2.4): €110
Please note that some lots are marked “subject to confirmation”. The Federal Ministry for Economic Cooperation and Development (BMZ) (principal/upper contracting authority) intends to commission GIZ with the project. However, GIZ has not yet received a formal order from the principal for the lots marked “subject to confirmation”.
Upon receipt of the principal’s order, the award procedure outlined above will be carried out as long as suitable and economical lots are available or until the budget is exhausted. The lots that can ultimately be awarded will be announced with the award decision.
If GIZ does not receive the principal’s order before the expiry of the bid validity period, it reserves the right not to award individual (or all) lots marked “subject to confirmation”.
