LOT-0000 · ØKOBAR - National analysis programme for stretchoding and sequencing.

Tenderers must state the price of the assignment by filling in unit prices in the "Template for Tender Attachment 4 - Prices". All prices shall be stated excluding VAT in NOK. The evaluation of the price will be based on the calculated total price (the competition sum) in the price template, which includes both the basic programme and options. This total sum is used as a comparison basis between the tenders.
The tenderer ́s resources will be assessed based on documented competence and experience from relevant assignments. Tenderers shall document that the assignment can be carried out with sufficient professional competence and capacity. The total competence in the team will be assessed. Emphasis will particularly be put on taxonomic competence and experience within the following disciplines: • Marine Phytoplankton • Feather mosquitoes (Chironomidae) • benthic fauna in lakes and rivers • zooplankton (fresh water) Relevant education, work experience, any publications and experience from projects of an equivalent type, complexity and scope shall be provided for the offered personnel. Emphasis will be put on the degree of relevant and operational experience in the evaluation, including: • Analysis and interpretation of data for relevant organism groups. • work in monitoring programmes or equivalent standardised data sets. • multi-disciplinary cooperation between ecology, taxonomy and bioinformatics Competence and experience with molecular methods will be weighted significantly, in particular: • DNA extraction • PCR and amplification • Library preparation and sequencing • bioinformatics Emphasis will be put on experience with the use of such methods in operational analysis or monitoring, including work with standardised and reproducible analyses and comparable data sets. Furthermore: • Degree of multi-disciplinary integration in the team • To what degree the team together covers the assignment ́s needs in a uniform, coordinated and robust way. • whether the resources are sufficiently dimensioned in relation to assignments and the estimated workload Tenderers shall use the "Template for tender attachment 3 - CVs for offered personnel" (including any sub-suppliers). Competence and experience will be assessed against assignments and estimated weekly work in the "Template for Tender Attachment 2a - Offered Personnel". The offered key personnel shall be available for the assignment. Any replacements must be approved by the contracting authority and replaced with personnel with equivalent or higher competence.
The tenderer ́s solution proposal will be assessed on how the assignment is understood and planned to be carried out in practice. The description shall be concrete and show the tenderer ́s own approach to the execution of the assignment, including options. Assignment comprehension: Emphasis will be put on the degree that the tenderer fulfils the contracting authority ́s needs as described in the contracting authority ́s description of the assignment, including: • Describes a feasible and appropriate process for the entire value chain from receiving samples for analysis, data processing, quality assurance and reporting. • Justify the choice of methods, markers, analysis set up and bioinformatic methods and explain how these are suitable for the sample types. • Document how high quality and traceability are ensured at every stage, including dealing with replicas and uncertainty. • Describes the use of controls and measures to prevent, detect and handle contamination. • Account for how taxonomic identification is carried out, including the use of confidence level and selection of taxonomic level. Security of delivery: Emphasis will be put on the degree that the tenderer ensures stable and predictable execution of the assignment. The schedule shall be described with central milestones and emphasis will be put on: • realism and feasibility in planned progress • how progress is ensured in the event of deviations, including water cans, delays in sample taking or technical problems. Tenderers shall account for how continuity in the analysis work is maintained in the event of unforeseen events, for example equipment failures or capacity challenges. Documented measures are expected to ensure rapid recovery of operations. Emphasis will also be put on the degree that the tenderer: • Identifies relevant risks in the implementation and describes appropriate measures • demonstrates the ability to robust and scaleable operation adapted to varying samples • Facilitate efficient interaction and coordination across disciplines. Tenders shall include a total overview of resources, roles and resource use, including plans for any replacement resources. The tenderer ́s description of the assignment (Project Description) is to be enclosed as tender attachment 2. The template for the tender attachment 2b shall be used for the list and overview of replacements for the offered personnel.
