LOT-0001 · Mammography apparatus for St.Olavs Hospital HF v2
Direct procurement of a mammography apparatus for the Mammography Programme at St.Olavs Hospital In accordance with the Public Procurement Regulations § 13-4, first paragraph letters b. 2 and 3, the contracting authority can hold a competition without competition when the service can only be delivered by one specific tenderer because competition is impossible for technical reasons, or because the tenderer has sole rights, including immaterial rettigheter.St. Olavs Hospital intends to enter into a contract with Tromp Medical AS for the delivery of mammography apparatus from Hologic, in accordance with this provision. The background for the procurement is the following: The Mammography programme is the national screening offer for women aged 50-69 years, where the target group is invited to a mammography survey every second year. The programme is based on the Norwegian Directorate of Health ́s criteria for screening, relevant regulations and national and international professional recommendations. See the quality manual for the Mammografiprogrammet.St. Olavs Hospital is responsible for carrying out the screening offer in its admission area in accordance with the requirements given by the Mammography Programme ́s quality manual. The quality manual assumes that mammography pictures shall be comparable over time, regardless of where the survey was conducted. This is important for both the quality of the surveys and for a secure assessment of the pictures. Screening pictures from several locations are being assessed in Trøndelag in one total work flow. To ensure uniform image quality and reliable assessments, it is necessary that the images have identical characteristics and appear consistent for the radiologists who shall interpret them. Differences in image processing and image rendering between different manufacturers can affect the comparability of the images. This can make interpretation more demanding and increase the risk for both translating finds and unnecessary summons to additional surveys. The picture properties are affected by, among other things, manufacturer specific solutions for exposure, detector technology and image processing. In order to achieve the necessary degree of standardisation, it is considered necessary to use the same technology as in the existing maskinparken.St Olavs hospital, carrying out a screening examination from all over Trøndelag. Hologic equipment is currently used at the hospitals in Trondheim, Namsos and Levanger, in addition to the Mammography programme ́s mobile unit. Implementing equipment from another manufacturer will lead to another image technology and it can give unwanted differences in work flow and pictures. The screening business in Trondheim is organised so that patients can be examined on any of the devices that are available. The same user surface and work methodology across the apparatuses are therefore important for maintaining quality and effective operation. The other Hologic apparatuses in Trøndelag have been installed in the period 2019-2024 and have the expected long remaining lifetime. It is considered appropriate to maintain a uniform technological platform in the region in the coming years. Due to the operation of the Mammography Programme, it is necessary that the new apparatus has been delivered, installed, tested, put into normal operation and that the necessary training has been carried out by 23.10.2026 at the latest. The Hospital assumes that there are no reasonable alternatives that can safeguard the need for technical and professional standardisation in the Mammography programme and that the contract can therefore be signed directly with Tromp Medical AS. Any objections to the planned contract must be filed in writing at the latest ten days calculated from the day after publication of this notice of intent.
