2 Pr oj ect o bj ecti ves an d str uctur e
The DCZ aims to strengthen sustainable agricultural and rural development in both countries by providing a comprehensive platform for continuous exchange on strategies, technologies, methods, innovations, and trade-related issues. It supports political dialogue, advancements in trade-related issues, joint research, business cooperation, and knowledge transfer on topics such as food-production and trade standards, certification, geographical indications, novel foods, urban agriculture, digitalisation, carbon farming, rural development and climate-smart agriculture. The project’s direct beneficiaries include policymakers, advisory bodies, and agri- business organizations and researchers in both countries, while farmers and rural communities benefit indirectly through improved access to innovations and sustainable practices. By foster- ing mutual understanding, enhancing trade opportunities, and enabling and assisting in high- level dialogue, the DCZ contributes to more resilient, resource-efficient and climate-friendly agricultural systems in China and Germany. The close involvement of companies in dialogue, research, and practical projects is specifically strengthening the economic dimension and deepening bilateral cooperation. Potential for bilateral cooperation therefore lies in technical support on sanitary and phytosanitary issues and other trade-related topics.
The 4th phase of the DCZ supports both countries in jointly addressing key agricultural chal- lenges through enhanced political dialogue, bilateral economic cooperation, as well as scien- tific exchange, and practical cooperation. China’s rapid advances in digitalisation, artificial in- telligence, e-commerce, and scaled production systems offer learning opportunities for Ger- many, while German expertise in high-tech agricultural machinery, precision farming, and sus- tainable production systems remains highly relevant for China. Strengthened cooperation also contributes to discussions on climate-friendly agriculture, emissions accounting, carbon-effi- cient production systems, and sustainable soil management, thereby supporting global climate objectives under the Paris Agreement. In this regard, mutual knowledge exchange within the project is to be further expanded in order to achieve our common goals—namely, the devel- opment of climate-resilient agriculture and the protection of global goods.
More information on the project design and the expected results can be found in the logical framework of the project attached to this implementation agreement.
The overall objective as follows:
The development of an economically viable, environmentally and climate-friendly agricultural and food system in China and Germany, as well as the understanding of the necessary struc- tures and intergovernmental agreements required for this, have been strengthened.
The project objective as follows:
The platform-based dialogue enables continuous exchange among representatives from gov- ernment, business, and academia, and has strengthened rules-based trade as well as mutual knowledge of and understanding for innovative technological and regulatory approaches for a sustainable and resource-efficient agricultural and food system and rural areas.
Direct Target Groups
- 3 -
[Seite 4]
Professionals and decision-makers in agricultural and food policy, economics, and science within MARA, its affiliated institutions such as FECC and CAAS and others (tbd); advisory and research institutions; and agricultural and food sector companies in both countries.
Indirect Target Groups
Agricultural enterprises, farmers, consumers and rural communities benefit from access to new innovations, knowledge, and sustainable production technologies, enhancing agricultural productivity, food security and food safety.
Project Regions
The DCZ main office will be based in Beijing. Component 4 (Economic and knowledge net- work for sustainable and resource-efficient farming systems) will work through pilot farms and business networks in selected provinces. The final provinces will be jointly agreed within the first months of project implementation. Currently proposed provinces include Heilongjiang, Hebei, and Inner Mongolia (to be discussed and confirmed) due to existing business pres- ence, suitable farm sizes, and cropping structures relevant for German agritech companies.
Expected Results
Overall results/principles (to be reported upon at PSC meetings by the DCZ team)
The exchange is reciprocal and transactional in nature. It promotes mutual learning and helps both sides to benefit from insights, innovations, and impetus. The DCZ is established as a cen- tral bilateral platform that structures, bundles, and continuously supports the technical, politi- cal, scientific, and economic exchange between Germany and China. The DCZ ensures the systematic integration of dialogue formats by coordinating dialogues on agricultural trade, ag- ricultural policy, and scientific topics with practice-oriented implementation and demonstration activities. The DCZ generates, documents, and consolidates evidence-based re- sults that emerge from dialogue formats. The funding is on parity terms. The DCZ contributes to the consolidation of bilateral cooperation.
Result 1: Dialogue on Trade and economic Cooperation
Exchange on regulatory issues, with a focus on production and trade standards, has been strengthened through the practical dialogue by highlighting differences and opportunities for harmonization.
Result 2: Political dialogue: Sustainable and efficient agricultural and food policy
In the policy dialogue, representatives from ministries and experts exchange views on regula- tory issues, with a focus on production and trade standards. Joint approaches for the develop- ment of sustainable frameworks are identified, and impulses for deepened bilateral coopera- tion are provided. The DCZ serves as the secretariat of the bilateral agricultural policy working group by supporting the structured preparation, implementation, and follow-up of the policy exchanges.
Result 3: Science and innovation dialogue
The DCZ supports the scientific dialogue as its secretariat, facilitating coordination between ministries and research institutions and assisting in the preparation of joint results. for science- related topics (e.g., circular economy, urban agriculture, digitalization, or novel foods).
Result 4: Economic and knowledge network for sustainable and resource-efficient farm- ing systems
- 4 -
[Seite 5]
The testing and further development of innovative, economically viable, sustainable, and envi- ronmentally and climate-friendly production methods in crop and livestock farming has been strengthened on selected farms in China, in collaboration with German and Chinese partners, and is discussed and disseminated within a knowledge network.
