LOT-0001 · Stord RA - Contract DJU-S1 Submarine pipeline Djupavikjo-Skjersholmane

The competition is being held in accordance with the requirement for climate and environmental considerations, in the Public Procurement Act § 5b and the Utilities Regulations § 7-9. The requirements and criteria shall aim at reducing the procurement ́s total climate footprint or environmental impact.  According to the Public Procurement Act § 5b, the Contracting Authority shall, as a main rule, weight climate and environment considerations with at least 30 percent. Pursuant to § 5b 2nd paragraph, this weighting can be replaced with climate and environmental requirements in the requirement specification alone or combined with award criteria with a lower weight than 30%, if this gives better climate or environmental effect, and the justification is stated in the procurement documents. The procurement mainly consists of the establishment of submarine pipelines for handling wastewater. The contracting authority has assessed that climate and environmental considerations in this procurement are best taken care of through concrete requirements in the requirement specifications and the contract documentation, rather than as a separate award criterion. The justification is that the requirements govern the delivery against the material and solution mechanisms that are assessed to have the greatest impact on the climate and environmental effect in the DJU-S1 contract. An assessment has been carried out of which factors most affect climate and environmental considerations in this contract. The factors that most affect greenhouse gas emissions are the production of pipelines and plumb. The following requirements are therefore included in this contract: 1. Use of low carbon concrete class A for concrete shutters as well as a concrete foundation. 2. Production of the PE pipes shall have a maximum emission as measured in CO2 equivalents for the categories A1-A3 with a maximum of 2.3 kg CO2-ekv/kg pe-pipes (GWP-total). This shall be documented by the EPD prepared by 3rd party iht. ISO 14025 and EN15804. Based on this, the contracting authority assesses that climate and environmental considerations give better climate and environmental effect when safeguarded through the requirements in the contract documentation than by using their own climate and environment criteria in the tender evaluation. A special award criterion for climate and environment has, therefore, not yet been determined.
